Fee Subsidy
 

On January 1st, 2007, the Province of Ontario introduced a new income test that the Parry Sound DSSAB will be administering to families to determine who is eligible for childcare fee subsidy.  This is a new way of distributing fee subsidies based on income instead of the complex formula focusing on needs testing.  This means that more families across a broader range of income levels will receive a partial subsidy.
 
The income test is a less intrusive application process for parents and a more streamlined administrative process for municipalities.  It also means a fairer and more consistent determination of fee subsidies across the province.
 
The income test provides common eligibility criteria and is based only on family income.  The income test is a sliding scale:

  • Families in receipt of subsidy with adjusted income up to $20,000 are fully subsidized; and
  • Parental contribution toward the cost of child care for subsidized families is calculated at 10% of adjusted income over $20,000 plus 20% of adjusted income over $40,000.

High quality child care plays a key role in promoting healthy child development and helping children arrive at school ready to learn.  Licensed child care also supports many parents, helping them to balance the demands of career and family while participating in the workforce or pursuing education and training.
 
Financial Assistance in the form of fee subsidy is provided to eligible families, enabling them to access a broad range of child care programs and supports.

Parents eligible for a subsidized child care space must be working, attending an educational or training program or may have special circumstances.  Children with special needs may also be eligible to receive a subsidized space.

Eligibility for child care subsidy is now based on Net Family Income as reported on the Federal Tax Notice of Assessment (NOA) or the Child Tax Benefit Notice (CCTB).  Families must apply to the Children’s Services office at 746-7777, Ext 235 or 277,  or 1-800-461-4464.  An appointment will be scheduled to complete the application form. 

Purchase of Service Agreements may be entered into with community providers of child care programs.  These Agreements are negotiated and monitored by the Children’s Services Department to ensure financial accountability and program quality.
