AUTHORITIES

MANDATE, ACT, AND PROGRAM DESCRIPTIONS

On July 1, 1998 as a result of the proclamation of Schedule C of the Social Assistance Reform Act, the District of Welfare Administration Boards Act (DWAB Act) was renamed the District Social Services Administration Boards Act (DSSAB Act). The DSSAB Act created a legislative mechanism for the creation of ten consolidated District Social Services Administration Boards. DSSABs have the mandate to manage the delivery of social services (Ontario Works, Children’s Services and Social Housing) on behalf of the member municipalities and residents of the unincorporated territories in the defined geographic area.

The District of Parry Sound Social Services Administration Board is a fifteen member board comprised exclusively of Municipal Councilors and elected members from the townships without municipal organization, that exercise powers, duties and responsibilities in the territorial district of Parry Sound relating to Social Services.

Ontario Works program provides financial and employment supports to assist individuals with their basic needs and accommodation while focusing on the shortest possible route to paid employment. Financial Assistance is provided to eligible persons who demonstrate need and satisfy the requirements to pursue and retain employment. We operate on the principals of respect for people’s dignity, enhancing self esteem and fostering independence, self reliance, and community contribution.

Children’s Services directly operates a variety of children’s programs in the District. Child care is provided to children and their families through licensed centres, after school programs, a home child care program, services for children with special needs, summer recreational programs and the Ontario Early Years Centre and satellite programs. Financial assistance is available for parents residing in the District to access a wide variety of the licensed programs. Parental support is provided for parents who, with their children access the unlicensed programs and services.

Social Housing owns, operates and provides services to 209 rent-geared-to-income housing units throughout the Parry Sound District. The department also administers 164 units in five non-profits and 13 rent supplement units as well as maintains the coordinated access system for the District, which includes the centralized waitlist and tenant. The Housing Department also provides property management services, including capital repairs to eight apartment buildings and 77 family units. The department also coordinates the maintenance and capital projects for six DSSAB buildings across the District.

Esprit Place Family Resource Centre is a ten bed emergency shelter for women and children that has been serving the District since 1986. We provide safe and secure accommodation 24 hours a day, 7 days a week. Our first priority is to assist women who have been abused, with or without their dependent children. We also provide accommodation for women with other needs, such as a personal or housing crisis. Women who do not reside at the shelter are also able to access the following services; 24 hour crisis line, individual support counseling, group counseling for women and children, parenting support referrals, assistance in accessing community, social, housing, medical and legal services, accompaniment to court and legal appointments. We operate a satellite office in South River for Community Outreach, Transitional and Housing Support and the Esprit Place Sexual assault Program.

INTRODUCTION

Provincial legislation defines Emergencies as situations or impending situations that pose a risk to life and/or property, including the environment, social infrastructure, or the economy.

Section 7 of the Emergency Management and Civil Protection Act gives the Ontario Premier, in rare circumstances of a provincial declaration of emergency, authority to make an order to “direct and control the administration, facilities and equipment of the municipality in the emergency area” and “require any municipality to provide such assistance as he or she considers necessary”. For the purpose of section 7 only of the Act, a municipality is defined as including DSSABs. This means that the Premier could require a DSSAB to provide such assistance as he or she considers necessary if a provincial emergency has been declared.

This document is the Emergency Response Plan for the District of Parry Sound Social Services Administration Board for reference by Municipalities who may request assistance during a declared emergency.

EMERGENCY RESPONSE PLAN FOR THE DISTRICT OF PARRY SOUND SOCIAL SERVICES ADMINISTRATION BOARD

PLAN FOR THE CO-ORDINATION OF ALL SERVICES REQUIRED IN THE EVENT OF A REAL OR ANTICIPATED PEACETIME EMERGENCY.

SERVICE AREA

The service area covered by this Plan shall include the Townships, Municipalities, and Townships without Municipal Organization in the District of Parry Sound.

EMERGENCY OPERATIONS CENTRE (EOC)

2.1 The Primary Emergency Operations Centre is located at 76 Church Street, 2nd Floor, Parry Sound.

2.2 The Secondary Emergency Operations Centre is located at 16 Toronto Avenue, South River.

The District of Parry Sound Social Services Administration Board services the following areas:

COMPOSITION OF THE EMERGENCY OPERATIONS COMMITTEE

All emergency operations shall be directed and controlled by a group of senior staff responsible for providing the mandated services according to Provincial Legislation. This will be known as the “Emergency Operations Committee”. The group will consist of:

ƒ Children’s Services Manager

ƒ Housing & Community Services Manager

ƒ Chief Financial Officer

ƒ Executive Assistant

ƒ Chair of the Board (when deemed necessary)

Each member will also have a designated alternate for this group.

The Services, Agencies or Officials listed below or appended to this Plan may operate in support of the Emergency Operations Committee as and when required. Notification will be passed to them by the Chief Administrative Officer or her designate.

4.0 ACTIVATING THE PLAN

This plan will be formally activated when emergency circumstances develop. Preliminary Phase (Emergency Services)

4.1 In the preliminary phase the CAO or her designate will review the situation as presented to them with assistance from senior staff and assess the incident.

4.2 If the incident can be dealt with under normal procedures, appropriate instructions and directions will be provided to the managers.

4.3 If the incident requires PSDSSAB response including response to a municipal or provincial emergency, then the CAO will meet with the Emergency Operations Committee and activate the Emergency Response Plan. Monitoring of the situation should continue and record keeping should be activated.

4.4 Record the exact time each person was reached, or the time of attempted contact.

4.5 Other agencies and organizations may be contacted for assistance (see Appendix IV).

  1. Media contact with members of the Emergency Operations Centre will be through the CAO or her designate.
  2. RESPONSIBILITIES OF THE EMERGENCY OPERATIONS COMMITTEE

Declaration and termination of a District of Parry Sound Social Services Administration Board Emergency shall be the official task of the CAO or her designate, upon the advice given by the Emergency Operations Committee.

The following actions may be taking in an Emergency in consultation with Municipal Authorities:

5.1 Selection/appointment of an appropriate ESM (Emergency Site Manager) if required.

5.2 Evacuation of those buildings within the “Emergency Area” which are considered dangerous or in which the occupants are considered to be in danger from some other source. All PSDSSAB buildings have an evacuation plan that should be followed.

5.3 Selection of an assembly area at which additional staff/volunteers and equipment for all services can gather.

5.4 The calling out and deployment of required personnel.

5.5 Requesting the assistance of personnel and equipment of voluntary and other agencies not under Board control as may be required for emergency operations.

5.6 The issuances of accurate releases to the Media (approved by the CAO), and for the distribution of authoritative instructions to the general public.

5.7 Inspection for the safe and orderly re-occupation of all premises within the designated Emergency Area. This may require assistance from the health inspector, fire chief etc.

  1. Maintaining a written record of all Committee discussions and actions taken during the Emergency.
  2. RESPONSIBILITIES AND FUNCTIONS OF THE CHIEF ADMINISTRATIVE OFFICER

The responsibilities of the Chief Administrative Officer in an emergency shall be as follows:

6.1 Activate the PSDSSAB Emergency Response Plan.

6.2 Coordinating all operations within the Emergency Operations Centre, including the scheduling of regular meetings.

6.3 Advise the Chair, Board and Municipalities on policies and procedures, as required.

6.4 Approving all announcements and media releases prepared in consultation with the Emergency Primary Control Group.

6.5 Ensuring that a communication link is established between the Emergency Operations Committee, the PSDSSAB Chair and the Municipality (ies) that have declared an Emergency.

6.6 Maintain communication with Division Managers, supervisors and staff as required

RESPONSIBILITIES AND FUNCTIONS OF CHIEF FINANCIAL OFFICER

The responsibilities of and functions of the Chief Financial Officer in and Emergency will be as follows:

7.1 Provide support to the Emergency Operations Committee

7.2 Communicate with staff on current situation.

7.3 Review contract services if necessary during an emergency situation.

7.4 Prepare a financial report in regards to expenditures.

  1. Ensure insurance documentation and reporting processes are established as required.
  2. RESPONSIBILITIES AND FUNCTIONS OF THE MANAGER OF ONTARIO WORKS

The responsibilities and functions of the Ontario Works Manager in an Emergency will be as follows:

8.1 Develop a standard communication message for callers and Interim Action Plan.

8.2 Communicate with Ontario Works staff and keep them informed throughout the Emergency.

8.3 Arrange for the opening, operation, direction and supervision of sufficient Emergency Financial Assistance required to provide immediate emergency social assistance to eligible citizens.

8.4 Liaison between PSDSSAB and Community Service Providers as necessary.

8.5 Ensure the safe evacuation of Ontario Works work places.

8.6 Request assistance from Police Services when deemed necessary.

  1. Liaison with emergency shelter providers with regard to PSDSSAB financial support for eligible citizens.
  2. RESPONSIBILITIES AND FUNCTIONS OF THE MANAGER OF CHILDREN’S SERVICES

9.1 Communicate with Staff on current situation.

9.2 Prepare standard communication message with CAO.

9.3 Contact supervisors and purchase of service providers with information and standard communication message.

9.4 Ensure that supervisors and purchase of service providers notify all families with standard communication message.

9.5 Notify media of program closures as required through the CAO’s office.

9.6 Communicate with Ministry as necessary.

9.6 Communicate with Health Unit as required.

9.7 If necessary, follow the emergency evacuation plan and emergency evacuation procedures.

9.8 Complete serious occurrence reports for submission to the Ministry as required.

10. RESPONSIBILITIES OF THE MANAGER OF HOUSING AND COMMUNITY SERVICES

The responsibilities and functions of the Manager of Housing and Community Services in an Emergency will be as follows:

10.1 Develop a standard communication message for callers and an Interim Action Plan.
10.2 Communicate with Housing & Community Services staff on current situation.
10.3 Contact other Housing Providers as required to assess immediate needs.
10.4 Contact tenants as required.
10.5 Assess if incident impacts Parry Sound District Housing Corporation buildings or those of other Social Housing Providers.
10.6 Deploy staff to conduct a short-term and long-term assessment on items including building damage, units that are uninhabitable, emergency housing needs and other critical processes.
10.7 Implement building evacuation plans as necessary.
10.8 Reports to Ministry of Municipal Affairs and Housing and the Ministry of Community and Social Services.

11.0 RESPONSIBILITIES OF THE MANAGER OF HUMAN RESOURCES

The responsibilities of the Manager of Human Resources in and Emergency will be as follows:

11.1 Assist with communication and/or liaise with staff on current situation as required.

11.2 Provide support to the Emergency Operations Committee as required.

11.3 Ensure staff attendance is recorded.

  1. Communicate with the OPSEU President as required.
  2. RESPONSIBILITIES OF THE EXECUTIVE ASSISTANT

The responsibilities of the Executive Assistant in an Emergency will be as follows:

12.1 Facilitate communication with Board members and municipalities as required.

12.2 Record keeping for the Emergency Operations Committee.

  1. Provide other support to the Emergency Operations Committee as required.
  2. UPDATE PROCESS

13.1 It will be the responsibility of the Chief Administrative Officer or her designate to review the Appendices to this document on a semi-annul basis for correctness of names and telephone numbers, and distribute any changes to the appropriate agencies and personnel.

13.2 It will be the responsibility of the Chief Administrative Officer or her designate to convene periodic meetings of the Emergency Operations Committee in order to review the plan and resources available to deal with an Emergency.

13.3 It will be the responsibility of the Divisional Managers along with the Chief Administrative Officer or her designate to conduct an Incident Debriefing with the affected agencies and complete reports to the appropriate Ministries within a reasonable time period after the Emergency occurs.
